Signl4 offers an online service that takes events and sends notifications to people in your organisation. 

Rather than only going to a fixed email, phone number or channel, these can then be directed to the people who are on-call or on-shift via app, SMS, email or phone. It tracks acknowledgements and comments and can automatically assign alert types and priorities.

You can even escalate issues to managers if they're unaddressed for a long period of time.
