IsUser

The isuser access control rule allows access to a resource if they are signed in as a specific user.

This is often used to protect specific functions from certain users with elevated permissions.

list: A list of user names.
deny: If true, this acts as a blacklist rather than a whitelist, denying access to the specified users.
